According to court records, the Tactical Operations Bureau of the Davenport Police Department conducted an investigation that resulted in the arrest of a 32-year-old man from Muscatine. The man was found to own heroin, methamphetamine, and a gun at the time of his arrest.
According to court records, Terrance Harris has been charged with four counts of violating controlled substance laws, two counts of failing to affix a drug stamp, one count of owning a firearm/offensive weapon as a convicted felon, one count of unauthorized possession of offensive weapons, and one count of interfering with official acts involving a firearm. All of these charges are considered felony offenses.
According to affidavits, Harris was spotted driving a gray Nissan Rogue with Texas plates. Undercover police officers conducted a vehicle block on Harris and a co-defendant, during which Harris attempted to flee but was apprehended shortly thereafter.
According to police affidavits, he was carrying 79.65 grams of crystal meth and $2,825 at the time of arrest. The co-defendant, who fled in the car, crashed shortly after and was later apprehended a short distance away. Witnesses reported seeing the co-defendant drop a backpack before being caught.

According to police affidavits, the co-defendant confessed during a post-Miranda Rights interview that he and Harris are involved in the sale of narcotics in the Quad City area. The same person also acknowledged that he and Harris were both responsible for handling the firearms discovered during the incident.
According to the co-defendant’s testimony, he and Harris were responsible for collecting the methamphetamine and heroin found in the vehicle. Additionally, the co-defendant claimed that all of the firearms found in the vehicle belonged to Harris.
During an interview, a co-defendant confessed that Harris was regularly buying 2-4 pounds of methamphetamine from a source in Chicago every two days. Furthermore, all co-defendants were working for Harris, who provided them with firearms and referred to them as his “shooters,” according to affidavits.
According to police affidavits, the co-defendant has revealed that Harris instructed them to carry out several shootings.
Affidavits reveal that the heroin, which weighed 26.25 grams, and the methamphetamine, which weighed 87 grams, were lacking an affixed Iowa Drug Tax Stamp. The affidavits further state that “Harris and co-defendants conspired together to sell and deliver heroin and crystal methamphetamine in the Quad City area.”
During the investigation, law enforcement officials obtained a search warrant for Harris’s hotel room in Moline. Upon execution of the warrant, they discovered $4,040 in cash, along with two pistol magazines and ammunition.
Scott County Jail is currently holding Harris on a bond of $154,000. His preliminary hearing in Scott County Court is scheduled for August 16th.
